Under pressure from the church & the people, the council of Boyars reluctantly agreed to Ivan's demands. Upon his return, Ivan immediately decreed the creation of Oprichnina, a separate territory within Muscovy which was governed solely and absolutely by him. This region included many financial centers, including the salt region and prominent merchant towns.
About one third of Muscovy became oprichnina, meanwhile the rest of Muscovy became the zemschina, which continued to operate under the existing governmental controlled by the boyars. Subsequently, Ivan also stipulated the creation of his personal guard known as the Oprichniki.
Known to ride black horses and led by Ivan himself, the group was known to terrorize civilian populations. Sometimes called the "Tsar's Dogs" because of their actions and blind loyalty, they dressed in black garb, bearing the insignia of a severed dog's head (to sniff out treason and enemies of the Tsar) and a broom (to sweep them away).
He selected 300 of the Oprichniki to be his personal "brotherhood" and live in his castle at the oprichnina. At 4 a.m., they attended a sermon given by Ivan, then performed the day's ritual executions.
